France: Cultural Exception in the Digital Era

In recent weeks, the report prepared by Pierre Lescure was presented in France. Pierre Lescure is the former president and general director of Canal+ and the report was commissioned by the President of the Republic of France and the Minister of Culture and Communication, Aurélie Filippetti. The work aimed to re-think the concept of "cultural exception" in the current context of digitalisation in order to defend artists from illegal practices, to regulate financial aspects originated from these activities and to further generalise access to digital contents. Among the proposals included in the report is the establishment of a fee for smartphones and tablet computers or measures to increase the legal offer of audiovisual contents, ensuring that productions may be available online shortly after their release in cinemas.
